Ensuring that every child is in school and learning is a constitutional mandate under the Right to Education (RTE) Act and a core priority of the National Education Policy (NEP). A critical first step toward achieving this goal is the accurate identification and mainstreaming of Out-of-School Children (OoSC). Traditionally, this process has relied on manual surveys, paper-based formats, and fragmented data entry, leading to inconsistencies, delays, and poor reliability. To overcome these challenges, a Web and Mobile-Based Application for OoSC Survey is proposed.
The application will serve as a comprehensive, user-friendly, and technology-enabled platform that digitizes the entire OoSC identification process. It will empower teachers, field workers, and education officials to capture household- and child-level data in a structured, real-time manner, ensuring authenticity, accuracy, and accountability.
