WHAT IT IS
Flock Clocker maps where automated license-plate reader cameras and similar surveillance systems are deployed across the United States, and shows the public contracts and spending that pay for them. These systems record the movements of ordinary drivers, most never connected to any crime. They spread fast, usually funded through government procurement and approved in city council meetings most residents never see. Flock Clocker reads those public records nationwide (government procurement filings, city council agendas and minutes, and cooperative-purchasing contracts) and puts what it finds on a searchable public map, with every record traced to its source.

SOURCES, ON THE RECORD

Community-submitted sightings come from OpenStreetMap (map data (c) OpenStreetMap contributors) and are clearly labeled "community sighting, unverified." Built to be checked, not believed.

WHAT IT IS NOT
This is a transparency and accountability tool. It maps the contracts, not the cars. It does not track anyone, scan plates, route around anything, or show real-time positions. Coverage is shown as generalized area zones, never exact pinpoint locations. We map infrastructure and public spending, not people.
